I think what you meant to quote was "Her content will be locked until the next part of her story is developed. It is recommended you search for the rest of the content first and save before continuing."
To break it down even further, this is saying her content will be locked once you finish her story in v0.12. So you may want to look for other content and wait for this last, because some content may be reliant on her being around.

Jesus dude(or girl) u made a helluva game, i'm very glad i found this game and got to play it. You got the decent lore alright, and also quite diverse on a sexual level, but i think the thing that gets us really attached is the type of intimate love and the sorts of relationships and future for the unique characters that most nsfw games don't have.
You can really see that u put heart in to this project which i'm really thankful for. And like everybody says, keep up the awesome work and i'll be on the lookout for future developments. GG

HH has been updated to v0.12.4. The only bug fix in this is to fix Android's human kit issue, which completely halted progress on Lin's story. If you have ran into this bug, you will need to download this version and load a save prior to giving Android the human kit. Once the human kit is given in v0.12.4, everything will continue as it should.
Unfortunately, you will need to redownload the entire game for this fix. But your saves will automatically transfer between versions.
Love this game, would love to see more thigh jobs with other characters, such as Android or Peni. Or being able to sleep with the sanctuary girls if your love is high enough. This game is great can't wait for the next update.

I'm looking through the code now, the requirements for this event are as follows: Lin's friendship is exactly 26 Android's friendship greater than 25 Android's friendship is not 27 or 32 (when she's missing) and Android has the outfit.
Lin is 26, android is 31 and actively set to that outfit for me. Still getting that message too. I've tried switching Lin's outfits as well. Is there an... "experience" requirement for any stats?

Downgrade to version 0.12.2, the event was triggered. Does it make sense to download 0.12.4?

If you haven't run into any bugs, you don't need to update. v0.12.3 is considered a buggy build though.
